Commercial Information Circular No. 606/2013

Brazil : Exemption to Non-automatic Import Licensing Requirements

The National Institute of Metrology, Standardization and Industrial Quality (INMETRO) of the Ministry of Development, Industry and Foreign Trade (MDIC) of Brazil issued Decree No. 272/2013 on 28 May 2013 to set out exemptions from non-automatic import licensing requirements. Such products are eligible for a Declaration of Exemption from Import Licence issued by the INMETRO. Such exemptions include:

  1. Similarity between measuring instruments exempted and those subject to model approval;
  1. Similarity between products exempted and those subject to mandatory conformity assessment;
  1. Measuring instruments subject to legal requirements for those instruments, destined exclusively for expositions, fairs and/or events;
  1. Products subject to mandatory conformity assessment, destined exclusively for expositions, fairs and/or events;
  1. Samples of measuring instruments for model approval in accordance with the applicable metrological technical regulations (RTM);
  1. Samples of products for the purpose of performing laboratory testing required for the conformity assessment process;
  1. Measuring instruments subject to model approval for the purpose of performing technological studies or market development actions;
  1. Products subject to mandatory conformity assessment for the purpose of performing technological studies or market development actions;
  1. Parts and pieces intended exclusively for the assembly of products subject to mandatory conformity assessment;
  1. Products subject to mandatory conformity assessment intended exclusively for export under the special drawback customs regime;
  1. Measuring instruments intended exclusively for export under the special drawback customs regime; and
  1. Other situations in which the issue of the Declaration of Exemption from Import Licence becomes necessary for regular operation of import process.

2. All exemption requests should be submitted to the INMETRO's computer system at:
www.inmetro.gov.br/qualidade/anuencia.asp. The Declaration of Exemption from Import License will be issued within 30 days.
