US : Certification of Factual Information during Antidumping and Countervailing Duty Proceedings

The United States Department of Commerce (DoC) issued in the Federal Register (FR) of 17 July 2013 a final rule to strengthen the requirements for certification of the accuracy and completeness of factual information submitted during antidumping and countervailing duty proceedings.  The FR notice is available at: http://www.gpo.gov/fdsys/pkg/FR-2013-07-17/pdf/2013-17045.pdf.

DETAILS

2. Traders had been informed via Commercial Information Circular No. 110/2011 of 14 February 2011 of an interim final rule issued by the DoC amending its regulation governing the certification of factual information submitted to the DoC by a person or his or her representative during antidumping and countervailing duty proceedings.  This is one of the measures in the DoC's Trade Law Enforcement Package covering 14 proposals to strengthen the administration of the trade remedy laws of the United States, including the antidumping and countervailing duty laws, in support of President Obama's National Export Initiative.  The DoC is now finalising the amendments with revisions based on comments received.

3. The final rule is effective 16 August 2013.
