Commercial Information Circular No. 459/2013

Brazil: Modification of Import Tariffs and Establishment of Tariff Rate Quotas on Various Products

The Brazilian government has modified the import tariffs of a number of products, and established tariff rate quotas on certain imports.  A summary of the changes is set out as follows:

  1. Certain capital goods classified in Southern Common Market (MERCOSUR 1) Common Classification (NCM) Chapters 84, 85, 86, 87, 89 and 90 will benefit from a reduced duty of 2% from 28 March 2013 until 31 December 2013. This duty reduction does not apply to used, remanufactured, reconditioned and renovated goods.
  1. Capital good classified under NCM code 8602.10.00 will benefit from duty-free treatment from 28 March 2013 until 31 December 2013. This duty reduction does not apply to used, remanufactured, reconditioned and renovated goods.
  1. Certain information technology and telecommunications goods classified under NCM codes 8443.31.91, 9030.89.90, 9032.89.21 and 9032.89.82 will benefit from a reduced duty of 2% from 28 March 2013 to 30 June 2014. This duty reduction does not apply to used, remanufactured, reconditioned and renovated goods.
  1. Monoethyleneglycol classified under NCM code 2905.31.00 had been removed from the list of products subject to a temporary duty increase. The most favoured nation (MFN) duty rate for this product has fallen from 20% to 12%.
  1. Certain aquatic park equipment classified under NCM codes 9508.90.90 Ex 002, 003, 004, 005, 006, 007 and 008 were added to the list of exceptions to the MERCOSUR common external tariff. The MFN duty rate for the subject products has been reduced to zero.
  1. Tariff rate quotas for certain products classified under NCM codes 1001.99.00, 1702.11.00, 2905.11.00, 3910.00.90, 5201.00.20, 5201.00.90 and 8532.90.00 had been newly added or expanded. Imports within the quotas will benefit from a zero or reduced duty while imports exceeding the quotas will be subject to the normal tariff rates.
