Commercial Information Circular No. 456/2013

Brazil: New Regulations and Labelling Requirements for Insect Repellent Products

The Brazilian government published a Directive in Federal Official Gazette of 11 April 2013  announcing new technical and labelling requirements for insect repellent products.  Insect repellent products containing N,N-Diethyl-meta-toluamide or N,N-Diethyl-3-Methylbenzamide (DEET) are prohibited to be used on children's under two years of age is prohibited, and should not be used more than three times per day on children under 12 years of age.  Insect repellent products with a DEET content of more than 30% are only permitted for persons 12 years of age or older.  Specific warning labels are required.

2. Separately, the use of images and illustrations of children in the product's packaging is prohibited even though differentiation of children and adult products are allowed by means of statements on the label or colours.  Requirements on necessary documentations for product registration to prove the efficiency of the product are also stipulated.  Full compliance with the new requirements will be necessary within 18 months from the date of its publication.
