Commercial Information Circular No. 422/2013

Uruguay : Amendment of Automatic Import Licensing Requirement for Footwear

The Uruguayan government issued supplementary Decree No. 2196 in April 2013 to amend the automatic licensing requirements for footwear imports under HS Chapter 64 stipulated in Decree 251/005 of 2005. These amendments will be effective on 8 August 2013.

2.Decree 251/005 requires importers to provide a complete description of the merchandise, tariff classification, quantity, value, country of origin, country of provenance, name of the importer, and name of the exporter. The required information has now been expanded to include commercial invoice number, the registration number in Uruguay's footwear labeling registry, the place where the cleared merchandise will be located, and whether the goods are labelled in accordance with the provisions of Decree 272/009 of 8 June 2009. Tariff classification of the footwear at ten-digit level is also required. Name of the exporter is however no longer needed.

3.In addition, only footwear classified under certain tariff lines are now required to be cleared by Customs through the red channel and subject to both verification of documents and physical inspection. A list of such footwear items is at the Annex to Decree No. 2196.
