Commercial Information Circular No. 324/2013

Argentina : Import Certificate for Used Goods

The Argentine government issued a Joint Resolution No. 25/2013 and 36/2013 in March 2013 to establish the application requirement for import certificate for used goods.  The application must be accompanied by an Information Form as set out in Annex I of the Joint Resolution.

2.When the reconditioning or reconstruction process of the used goods to be imported takes place in the country of origin, the original manufacturer must issue a certification with the following information:

•   name or the business name of the manufacturer;
•   brand, model or version of the used good;
•   serial number or manufacturer number (if applicable);
•   year of manufacture;
•   technical specifications of the good to be imported;
•   a detailed report describing the technical aspects related to the conditioning and/or reconstruction process; and
•   a declaration regarding the status of the machinery, its potential for immediate use, and its compliance with applicable safety and environmental standards.

3.When the reconditioning or reconstruction process of the used goods is carried out in the country of provenance of the goods, the certificate must be issued by the official representative of the original manufacturer.

4.The required certification must be in Spanish. For used goods subject to reconditioning or reconstruction process in the country of destination, the required Information Form must be accompanied by a preliminary technical report issued by the National Institute of Industrial Technology (Instituto Nacional de Tecnología Industrial/INTI). Importers must also submit a sworn declaration stating that the used goods to be imported will exclusively be used for the activities carried out by the importer.
