US : Countervailing Action against Hardwood and Decorative Plywood from the Mainland of China : Preliminary Affirmative Countervailing Duty Determination

The US Department of Commerce (DoC) announced in the Federal Register (FR) notice of 14 March 2013 the preliminary affirmative determination that countervailable subsidies were being provided to producers and exporters of hardwood and decorative plywood from the Mainland of China. The countervailing duty rate was found to be in the range of 0.00% - 27.16%. The FR notice is available at: http://www.gpo.gov/fdsys/pkg/FR-2013-03-14/pdf/2013-05929.pdf.

2.On 28 November 2012, the US International Trade Commission (ITC) already issued its preliminary affirmative determination that there was a reasonable indication that an industry in the US was materially injured by reason of imports of hardwood and decorative plywood from the Mainland of China. The investigation will now proceed to the final phase. The final countervailing duty determination of the DoC will be issued no later than 15 July 2013. If the final determination of the DoC is affirmative, the ITC will make its final determination on whether an industry in the US is materially injured, or threatened with material injury, by reason of imports of hardwood and decorative plywood from the Mainland of China within 45 days after the DoC's final determination.
