Commercial Information Circular No. 208/2013

Brazil : Conformity Certification Requirements for Various Products

The National Institute of Metrology, Standardization and Industrial Quality (INMETRO) of the Ministry of Development, Industry and Foreign Trade of Brazil issued Decrees in December 2012 to establish the conformity certification requirements and compliance dates for various products:

  1. Components of Adult Bicycles

The conformity certification requirements are applicable to components of adult bicycles including air chambers, brake systems, rims, rope, forks, suspension forks, handlebars, support handlebars, nipples, pedals, cranks, spokes and frames, regardless of whether they are incorporated in the bicycle or sold separately.

 
Compliance Date Application Criteria
(i)
19 June 2014 manufacture and import of such products
(ii) 19 June 2015 domestic sale of such products by manufacturers and importers
(iii) 19 December 2015 domestic sale of such products by all other parties
  1. Plasticised PVC Hoses for Domestic Liquefied Pertroleum Gas (LPG) Installation

The conformity certification requirements are applicable to flexible textile reinforced PVC hoses to be used as conductors of LPG in the domestic installation of the transportable container for LPG.  All other flexible PVC hoses used for other purposes are exempted from the requirements.

  Compliance Date Application Criteria
(i) 19 June 2014 manufacture and import of such products
(ii) 19 December 2014 domestic sale of such products by manufacturers and importers
(iii) 19 December 2015 domestic sale of such products by all other parties

2.  The INMETRO issued Decree No. 657/2012 and No. 658/2012 in December 2012 to amend the conformity evaluation requirements for enhanced sisal fibres, and establish the conformity evaluation requirements for civil construction materials and equipments respectively.

3.  The trade was informed via Commercial Information Circular No. 509/2011 of 24 August 2011 that the INMETRO established the conformity certification requirements for various automotive products.  The INMETRO has, vide Decree No. 16/2013 of January 2013, extended the compliance deadline of electric fuel pumps for Otto Cycle engines for 180 days.

4.  The INMETRO also issued Decree No. 7/2013 and No. 17/2013 in January 2013 to amend the conformity certification requirements for low pressure regulators for LPG with a flow capacity of up to four kilogrammes per hour and automotive wheels respectively.
