Commercial Information Circular No. 13/2013

Brazil : List of Imported Products Exempted from Value-Added Tax for Inter-state Circulation

The trade was informed via Commercial Information Circular No. 516/2012 of 5 July 2012 that the Brazilian government established a single, unified value-added tax of 4% on inter-state circulation of imported products. The Brazilian government issued Resolution No. 79/2012 on 7 November 2012 to establish a list of imported products exempted from the value-added tax of 4%. The Resolution took effect on 1 January 2013.

2.The list of exempted products includes:

  • Goods subject to a zero percent or a two percent tariff under the common external tariff.

  • Goods classified under Southern Common Market (MERCOSUR) Common Classification (NCM) Chapters 25, 28 to 35, 37 to 40, 48, 54 to 56, 68 to 70, 72, 73, 84 to 88, and 90.

  • Goods classified under NCM codes 2603.00.10, 2613.10.10, 2613.10.90, 8101.10.00, 8101.94.00, 8102.10.00, 8102.94.00, 8106.00.10, 8108.20.00, 8109.20.00, 8110.10.10, 8112.21.10, 8112.21.20 and 8112.51.00.

  • Goods included in the list of exceptions to the common external tariff (noted with an "Ex" in the tariff line description).

  • Goods that were granted temporary reduction in import tax (i.e. ex-tariffs).
