US : Antidumping and Countervailing Actions against Hardwood and Decorative Plywood from the Mainland of China : Negative Injury Determination

The US International Trade Commission (ITC) announced in the Federal Register (FR) notice of 19 December 2013 its negative determination in the antidumping and countervailing duty investigations against hardwood and decorative plywood from the Mainland of China. DETAILS

2. The trade was informed via Commercial Information Circular (CIC) No. 796/2012 that the ITC announced on 3 October 2012 the institution of antidumping and countervailing duty investigations to determine whether there was a reasonable indication that an industry in the US was materially injured or threatened with material injury, or the establishment of an industry in the US was materially retarded, by reason of imports of hardwood and decorative plywood from the Mainland of China that were alleged to be subsidised by the Government of the People's Republic of China and sold in the US at less than fair value.

3. The ITC announced its finding that an industry in the US was not materially injured or threatened with material injury, and the establishment of an industry in the US was not materially retarded by reason of imports from the Mainland of China of hardwood and decorative plywood that had been found by the Department of Commerce (DoC) to be subsidised by the Government of China and sold in the US at less than fair value. The trade was informed via CIC No. 229/2013 of DoC's preliminary affirmative countervailing duty determination, and via CIC No. 339/2013 of DoC's preliminary affirmative sales at less than fair value determination. As a result of ITC's negative injury determination, these investigations have been terminated and no antidumping or countervailing duty orders will be issued.
