13 December 2013

Dear Sirs,

Commercial Information Circular No. 1000/2013

US : Anti-dumping Action against Prestressed Concrete Steel Rail Tie Wire from the Mainland of China : Preliminary Determination of Sales at Less than Fair Value

The US Department of Commerce (DoC) announced in the Federal Register (FR) notice of 12 December 2013 its preliminary determination that prestressed concrete steel rail tie wire from the Mainland of China was being, or was likely to be, sold in the US at less than fair value. The weighted-average dumping margins were found to be 14.64% - 18.02%. DoC's final determination will be made no later than 135 days after publication of this preliminary determination. The FR notice is available at: http://www.gpo.gov/fdsys/pkg/FR-2013-12-12/pdf/2013-29690.pdf.

2. On 20 June 2013, the US International Trade Commission (ITC) published its preliminary determination that there was a reasonable indication that an industry in the US was materially injured by reason of imports of prestressed concrete steel rail tie wire from the Mainland of China. If the final determination of the DoC is affirmative, the ITC will make its final determination on whether the domestic industry in the US is materially injured, or threatened with material injury, by reason of the subject imports within 45 days after the DoC's final determination
