Commercial Information Circular No. 964/2012

Chile : Implementation of Electronic Manifest System for Sea Cargo

The Chilean government issued Exempt Resolution No. 7591/2012 on 2 October 2012 to implement the electronic manifest system for sea cargo, which took effect from 1 November 2012. Details of the implementation are set out as follows:

  • The port of Valparaiso started accepting electronic manifest on 1 November and the port of San Antonio will start on 1 December 2012. Other ports in Chile will accept electronic manifest later.
  • For the transitional period of the first three months, paper manifest must also be submitted to the relevant port of entry.
  • Prior approval from the Chilean customs must be obtained for any clarifications made to the bills of lading transmitted to the electronic system during the transitional period
  • Details of the cargo manifest shall be transmitted in two stages. The manifest header ("encabezado del manifiesto" in Spanish) with general information must be first transmitted. Information associated with bill of lading for the manifest shall be transmitted in the second stage. If the vessel is not loaded, only the manifest header shall be transmitted.
  • The manifest header shall be transmitted to the Chilean customs at least seven days before the arrival of the vessel, while the information associated with bill of lading shall be transmitted at least 48 hours prior to the estimated arrival date of the vessel.
  • For consolidated containers with one or more consignees with individual bills of lading issued, the bill of lading shall be submitted manually by the shipping agency or the transporter in accordance with the current customs regulations within 24 hours from the arrival date of the vessel.
  • The original bill of lading derived from a master bill shall be submitted before the withdrawal of the goods from the primary zone. The party receiving the original bill of lading shall inform the Chilean customs via an electronic message no later than one business day after receiving the bill of lading.
  • Amendments to the manifest header and data associated with bill of lading may be modified by sending an amendment message or a clarification message.
  • Cancellation may be made by sending a cancellation message. However, the manifest header cannot be cancelled once it is made up.
