Commercial Information Circular No. 882/2012

US : Anti-dumping and Countervailing Actions against Hardwood and Decorative Plywood from the Mainland of China : Initiation of Investigations

The US Department of Commerce (DoC) announced in the Federal Register (FR) notices of 25 October and 24 October 2012 respectively the initiation of anti-dumping and countervailing duty investigations to determine whether imports of hardwood and decorative plywood from the Mainland of China were being, or were likely to be, sold in the US at less than fair value, and whether manufacturers/producers/exporters of hardwood and decorative plywood in the Mainland of China received countervailable subsidies. 2.Exporters and producers wishing to obtain separate-rate status in the anti-dumping investigation are required to submit a separate-rate status application. The specific requirements for submitting the separate-rate application are detailed in the application itself, which is available on the DoC's website at http://ia.ita.doc.gov/ia-highlights-and-news.html. The separate-rate application is due 60 days after publication of the FR notice. Also, DoC requests quantity and value (Q & V) information from relevant exporters and producers for use as the basis to select the mandatory respondents. The Q & V questionnaire as well as the filing instructions are available on the above-mentioned DoC's website. The Q & V questionnaire is due no later than 7 November 2012. DoC requires that the respondents submit a response to both the Q & V questionnaire and the separate-rate application by the respective deadlines in order to receive consideration for separate-rate status. For further information on the countervailing investigation, traders may wish to contact DoC, whose contact details are set out in the above-mentioned FR notice.

The Bureau is responsible for, among others, conducting anti-dumping investigations, and guiding and coordinating enterprises in the Guangdong province in responding to anti-dumping investigations against products from the Guangdong Province.
