Commercial Information Circular No. 621/2012

Brazil : Mandatory Product Safety Certification Requirements for Various Automotive Components

The trade was informed via Commercial Information Circular (CIC) No. 509/2011 of 24 August 2011 that the Brazilian Government has established mandatory product safety certification requirements for various automotive components for use in the spart parts market. The National Institute of Metrology, Standardization and Industrial Quality (INMETRO) of the Ministry of Development, Industry and Foreign Trade of Brazil issued Decree No. 275/2012 on 31 May 2012 to amend the certification requirements, which took effect on the same day. 

2.The Decree expanded the list of products exempted from the certification requirements. The exemption now applies to auto parts (i) intended for automotive vehicle assembly lines; (ii) used in vehicles subject to recall; (iii) for vehicles, the production of which was discontinued prior to 31 December 1999; (iv) intended only for vehicles with a power/weight ratio greater than 140; (v) intended only for vehicles with a maximum power greater than 195 kW; (vi) intended only for vehicles with a minimum selling price of 250,000 Brazilian real; and (vii) otherwise covered by Decree No. 301/2011 that are imported as part of an assembled set.
 

3.The Decree clarified that while the month and year of manufacture should be shown on the package of automotive parts, information on the model, make and year of the vehicles to which the automotive parts apply may be declared clearly and indelibly in technical catalogues accessible to consumers at the point of sale.
