Commercial Information Circular No. 619/2012

Brazil : Conformity Certification Requirements for Lead-acid Batteries or Electric Accumulators for Motor Vehicles and Motorcycles

The National Institute of Metrology, Standardization and Industrial Quality (INMETRO) of the Ministry of Development, Industry and Foreign Trade of Brazil issued Decree No. 299/2012 on 18 June 2012 to establish conformity certification requirements for lead-acid batteries or electric accumulators for motor vehicles and motorcycles for starting combustion engines The Decree (in Portuguese) is available at: http://www.inmetro.gov.br/legislacao/rtac/pdf/RTAC001843.pdf.

2.The Decree requires lead-acid batteries or electric accumulators to be certified as in compliance with the requirements of the standard ABNT NBR 15940 and ABNT NBR 15941 and certain technical standards. Such compulsory conformity certification must be carried out by a Product Certification Body (Organismo de Certificação de Produto, OCP) accredited by the INMETRO. 
 

3.The compliance dates of the products concerned will be as follows:

  Compliance Date Application Criteria
(i)  18 June 2013 manufacture and import of such products
(ii)  18 January 2014 domestic sale of such products by manufacturers and importers
(iii)  18 June 2014 domestic sale of such products by all other parties

4.For details of the conformity certification requirements, traders are advised to consult their importers in Brazil and/or the above Brazilian Decree.
