Commercial Information Circular No. 281/2012

Argentina : Advance Sworn Declaration of Imports for Paints, Lacquers, Varnishes and Printed Products

The trade was informed via Commercial Information Circular No. 8/2011 of 4 January 2011 and No. 252/2011 of 3 May 2011 that the Argentine Government has established certification requirements for (i) certain paints, lacquers and varnishes to ensure compliance of the lead content limit of 0.06% by weight of the total non-volatile content of the product, and (ii) certain printed products to comply with the stipulated migration limits of heavy metals. 

2.The Argentine Government has issued a Disposition No. 26/2012 on 5 March 2012 to temporarily suspend the certification requirements for certain paints, lacquers, varnishes and printed products set forth in Resolution 453/2010. Instead, manufacturers or importers of certain paints, lacquers and varnishes are required to submit a sworn declaration stating that the goods concerned comply with the required lead content limit in accordance with ASTM D3335-85a, together with a "product datasheet" issued by the manufacturer. 
 

3.The certification requirement for printed products using certification System 7 as established by article 2 of Resolution 453/2010 will be implemented in three stages. The implementation dates and products covered are set out as follows:
