Commercial Information Circular No. 1109/2012

Argentina : Technical Requirements, Technical Regulations and List of Restricted Substances for Personal Hygiene Products, Cosmetics and Perfumes

The Argentine government issued Decree No. 6477/2012 on 8 November 2012 to adopt the Mercosur Resolution No. 19/2011 regarding the technical requirements on Good Manufacturing Practices (GMP) for personal hygiene products, cosmetics and perfumes.

2.The technical regulations include provisions on quality management; basic GMP requirements; health, sanitation, hygiene, clothing and conduct; claims; product recall; return; self-inspection or internal audit; documentation and records; staff; facilities; water systems and installations; auxiliary areas; reception and storage; materials sampling; production/manufacture; quality control; and samples for analysis and retention.

3.The trade was informed via Commercial Information Circular No. 48/2012 of 18 January 2012 that the Mercosur issued Resolution No. 24/2011 to establish technical regulations on restricting the use of a list of substances in personal hygiene products, cosmetics and perfumes, except under certain restrictions and conditions. The Argentine government issued Decree No. 6365/2012 on 13 November 2012 to incorporate the Mercosur Resolution into its national legislation.

4.The Argentine government also issued Decree No. 6544/2012 on 13 November 2012 to establish a list of restricted substances to be observed at national level for personal hygiene products, cosmetics and perfumes. The list of restricted substances is set out in the Annex of the Decree No. 6544/2012.
