Commercial Information Circular No. 1106/2012

Colombia : Importation of Certain Machinery

The Colombian government issued Decree No. 2261/2012 on 2 November 2012 to regulate the importation of certain machinery classified under the Colombian Harmonized System (HS) codes 8429.11.00.00, 8429.19.00.00, 8429.51.00.00, 8429.52.00.00, 8429.59.000.00, 8431.41.00.00, 8431.42.00.00 and 8905.10.00.00 after 2 December 2012.

2.The importation of such machinery is subject to the following requirements:

  1. prior licensing approval;
  2. fulfilment of certain conditions as stipulated in article 2 of the Decree in order to obtain the import licence;
  3. authorisation from the government for importation of used products;
  4. authorised ports of entry;
  5. filing of an advance import declaration;
  6. permanent installation of a global positioning system (GPS) or other tracking device;
  7. specific routes and time set for the transportation of the goods by 2 January 2013; and
  8. entry with a "Movement and Transit Guide" containing information of product description, ownership and destination for presentation to authorities at checkpoints by 2 January 2013.
