Dear Sirs,
Commercial Information Circular No. 1045/2012
US : Revisions to Animal Testing Regulations; Packaging Requirements for Products Containing Imidazolines
The US Consumer Product Safety Commission (CPSC) issued in the Federal Register (FR) of 10 December 2012 separate notices revising its animal testing regulations and establishing packaging requirements for products containing imidazolines.
DETAILS
Revisions to Animal Testing Regulations
2. The US Federal Hazardous Substances Act (FHSA) requires cautionary labeling on certain hazardous household products to alert consumers of potential hazards. Current FHSA and CPSC regulations provide certain definitions and test methods on animal testing to determine the existence of hazards. CPSC is issuing a final rule to amend and update its regulations on the animal testing methods under the FHSA. The relevant FR notice is available at: http://www.gpo.gov/fdsys/pkg/FR-2012-12-10/pdf/2012-29258.pdf.
3. This final rule is effective on 9 January 2013.
Packaging Requirements for Products Containing Imidazolines
4. Separately, CPSC is issuing a final rule to require child-resistant packaging for any over-the-counter or prescription product containing the equivalent of 0.08 milligrams or more of an imidazoline (a class of drugs that includes tetrahydrozoline, naphazoline, oxymetazoline and xylometazoline) in a single package. The relevant FR notice is available at: http://www.gpo.gov/fdsys/pkg/FR-2012-12-10/pdf/2012-29203.pdf.
5. This final rule is effective on 10 December 2013 and applies to products packaged on or after that date. A 1-year stay of enforcement has been granted by CPSC, subject to fulfilment of certain conditions.
