16 December 2011

Dear Sirs,

Commercial Information Circular No. 809/2011

US : Anti-dumping Action against High Pressure Steel Cylinders from the Mainland of China : Preliminary Determination of Sales at Less than Fair Value

The US Department of Commerce (DoC) announced in the Federal Register (FR) notice of 15 December 2011 the preliminary determination that high pressure steel cylinders from the Mainland of China were being, or were likely to be, sold in the US at less than fair value. The weighted-average dumping margins were found to be 5.08% - 26.23%. Its final determination will be made no later than 135 days after publication of the preliminary determination (currently scheduled for 21 February 2012). The FR notice is available at: http://www.gpo.gov/fdsys/pkg/FR-2011-12-15/pdf/2011-32195.pdf.

2.On 1 July 2011, the US International Trade Commission (ITC) published its affirmative preliminary determination that there is a reasonable indication that an industry in the US is materially injured by reason of imports from the Mainland of China of high pressure steel cylinders. If the final determination of the DoC is affirmative, the ITC will make its final determination on whether the domestic industry in the US is materially injured, or threatened with material injury, by reason of imports of high pressure steel cylinders from the Mainland of China within 45 days after the DoC's final determination.
