Canada : Elimination of Tariffs on Certain Goods Used by Canadian Manufacturers

The Canadian Department of Finance (DoF) published in the Canada Gazette Part II (Vol. 145, No.25) on 7 December 2011 an "Order Amending the Schedule to the Customs Tariff, 2011-3" (the Order) eliminating tariffs on certain goods used by Canadian manufacturers in their operations. The Order is available at:

2. The Canadian DoF announced on 27 November 2011 an initiative to eliminate tariffs on goods used by Canadian manufacturers in their operations to make Canada a tariff-free zone for industrial manufacturers. The subject press release is available at: http://www.fin.gc.ca/n11/11-123-eng.asp.

3.The Order was made to implement the initiative. It reduces the Most-Favoured-Nation (MFN) rate of customs duty to "Free" on certain products that are used in manufacturing including certain apple juice concentrates, beverage flavourings and parts used to manufacture products such as footwear, furniture, lighting equipment and trailers. For the majority of tariff items, the MFN rate of customs duty is eliminated with effect from 17 November 2011. In certain instances where the affected tariff items include manufacturing inputs and other goods, new tariff classifications are created to afford duty-free status only to manufacturing inputs comprised in these broader categories.

4. The Canada Border Services Agency also published Tariff Notice - 58 on 29 November 2011 (revised on 1 December 2011) advising certain amendments to its Departmental Consolidation of the Customs Tariff pursuant to the Order.
