Commercial Information Circular No. 744/2011

Argentina : Integrated Foreign Trade System (SISCO) for Processing Import Licence

The Argentine Government has issued a Resolution No. 52/2011 to establish the "Integrated Foreign Trade System" (or "Sistema Integrado de Comercio Exterior" (SISCO) in Spanish) on 11 March 2011. The Resolution (in Spanish) is available at

2. The SISCO is an electronic system for processing applications for non-automatic Import Certificates, Records and Exemption Certificates. It is intended to make it easier for importers to apply for import certificates for a range of products and allow the government to issue the licences in a more timely fashion. Importers must first register with the SISCO before they can make applications for import certificates.

3. Initially, the SISCO covered toys, footwear, bicycle tyres, footwear uppers, footballs (soccer balls), and luggage, handbags and flat goods. The Argentine Government further issued Resolution No. 496/2011 of 4 August 2011 and Resolution No. 669/2011 of 6 October 2011 to incorporate additional products under various Southern Common Market (MERCOSUR) Common Classification (NCM) codes into the SISCO. Additional products are listed in Article 2 of the Resolution No. 496/2011 and Articles 2 and 3 of the Resolution No. 669/2011. The two Resolutions (in Spanish) are available at
