US : Energy Conservation Program for Consumer Products: Compliance Date Regarding the Test Procedures for Walk-in Coolers and Walk-in Freezers and the Certification for Metal Halide Lamp Ballasts and Fixtures

The trade was informed via Commercial Information Circular No. 243/2011 of 26 April 2011 the establishment of new test procedures for measuring the energy efficiency of certain walk-in cooler and walk-in freezer components. The US Department of Energy (DoE) issued in the Federal Register (FR) of 21 October 2011 a final rule that clarifies the compliance date regarding the test procedures for walk-in coolers and walk-in freezers, and the certification for metal halide lamp ballasts and fixtures, which will take effect from 21 November 2011. DETAILS

2. The DoE clarifies the compliance date by which manufacturers must begin to use portions of the promulgated test procedure in accordance to the FR Notice of 15 April 2011 when certifying walk-in coolers and walk-in freezers. Manufacturers will be required to certify compliance to the standards using the new test procedures in 2015, unless DoE adopts an alternative compliance date. This final rule also adopts regulatory text changes to reflect the DoE's intent that only component manufacturers are required to submit certification of compliance. The final rule also clarifies the types of test data needed to support the certification of compliance pursuant to DoE's existing test procedures for walk-in coolers and walk-in freezers and the recently promulgated test procedure for this equipment.

3. The DoE is adopting a one-year extension to 21 October 2012 for which manufacturers, including importers, need to certify compliance to the DoE of metal halide lamp ballasts and fixtures.
