US : Countervailing Action against High Pressure Steel Cylinders from the Mainland of China : Preliminary Affirmative Countervailing Duty Determination

The US Department of Commerce (DoC) announced in the Federal Register (FR) notice of 18 October 2011 the preliminary affirmative determination that countervailable subsidies were being provided to producers and exporters of high pressure steel cylinders from the Mainland of China. The countervailing duty rate was found to be at a rate of 22.34%. The FR notice is available at: http://www.gpo.gov/fdsys/pkg/FR-2011-10-18/pdf/2011-26925.pdf.

2.On 5 July 2011, the US International Trade Commission (ITC) published its affirmative preliminary determination that there was a reasonable indication that an industry in the US is materially injured by reason of allerged subsidised imports of high pressure steel cylinders from the Mainland of China. The investigation will now proceed to the final phase. The final countervailing duty determination of the DoC will be issued no later than 21 February 2012. If the final determination of the DoC is affirmative, the ITC will make its final determination on whether an industry in the US is materially injured, or threatened with material injury, by reasons of imports of high pressure steel cylinders from the Mainland of China within 45 days after the DoC's final determination.
