US : EnergyGuide Labeling Requirements for Televisions

The US Federal Trade Commission (FTC) issued in the Federal Register (FR) of 6 January 2011 a final rule on the amendments to the Appliance Labeling Rule (ALR) to establish new EnergyGuide labeling requirements for televisions. The new EnergyGuide labeling requirements for televisions will be effective from 10 May 2011 and the requirements in respect of paper catalogs and Internet sellers in part 305.20 of the ALR will be effective from 11 July 2011. DETAILS

2. The amended ALR requires manufacturers to affix an EnergyGuide label to televisions. The label will disclose (i) the product-specific estimated annual energy cost, calculated using a standard electricity rate and an estimate of daily hours of television use; and (ii) a comparison of annual energy costs to other televisions with similar screen sizes. The labels must be clear and conspicuous to consumers viewing the television screen from the front and can be in the form of:

  1. a horizontal or vertical rectangle shaped adhesive label located on the bezel in the bottom right-hand corner of the television,
  2. a triangle shaped cling label located in the bottom right-hand corner of the screen, or
  3. an alternative label in the shape of either a horizontal rectangle, vertical rectangle or triangle located in the bottom right-hand corner of the television and visible from the front.

The EnergyGuide label is not required on the product packaging.

3. The amended ALR also requires paper catalogs to include either the full EnergyGuide label or a text summary of only the annual cost information for the televisions they offer to sale. Internet sellers are required to display in their websites the full EnergyGuide label of the televisions they offer for sale or to provide a distinctive icon to hyperlink to the label.
