US : James Zadroga 9/11 Health and Compensation Act of 2010 

The United States (US) enacted the James Zadroga 9/11 Health and Compensation Act of 2010 ("the Act") on 2 January 2011 to extend and improve health protections and services to individuals directly impacted by the terrorist attack in New York City on 11 September 2001. To help funding the cost of the Act, Section 301 of the Act amends the Internal Revenue Code to impose on any foreign person a tax equal to 2% of the amount of any payment received pursuant to a contract with the US government for the provision of goods or services, if such goods are manufactured or produced or such services are provided in any country that is not a party to an international procurement agreement with the US.
