Dear Sirs,

Commercial Information Circular No. 285/2011

Mexico : Adoption of ATA Carnet System

The International Chamber of Commerce (ICC) announced in its press statement of 2 May 2011 that Mexico joined the ATA Carnet System on 16 May 2011 to become the 71st country to accept ATA Carnets, which are international customs documents that allow for duty-free and tax-free temporary import of goods for up to one year. The press statement can be found at the website of the ICC at: http://www.iccwbo.org/wcf/index.html?id=42986.

DETAILS

2.The ATA Carnet is an internation customs document that permits duty-free and tax-free temporary import of goods up to one year. ATA Carnets cover commercial samples, professional equipments, goods for presentation or use at trade fairs, shows, exhibitions and similar events but do not cover perishable or consumable items or goods for processing or repair. Details of the ATA Carnet System are available at: http://www.iccwbo.org/ata/id36365/index.html.

3.Each country joined the ATA Carnet System has a single guaranteeing body approved by the local customs authorities and the ICC World Chambers Federation. According to the website of the ICC, the Mexico City National Chamber of Commerce (CANACO) is responsible for administering the ATA Carnet System in Mexico. Further information is available at the website of CANACO, which also contains the contact information for enquiry: http://www.camaradecomerciodemexico.com.mx/ata. In Hong Kong, the Hong Kong General Chamber of Commerce is the authorized issuing association of ATA Carnets. For details of its service in relation to ATA Carnet, please refer to its website at: http://webco.hk/WebCO/Web/index.aspx.

4.Since the goods covered by an ATA Carnet may not be exempted from other import and export control arrangements applicable to the concerned goods, such as licence or permit control, traders are strongly advised to seek clarifications with the Mexican authorities in order to comply with the necessary requirements.
