Dear Sirs,

Commercial Information Circular No. 252/2011

Argentina : Correction to the Certification Requirements for Paints, Lacquers, Varnishes and Printed Products

The trade was informed via Commercial Information Circular No. 8/2011 that the Argentine Government had issued a Resolution No. 453/2010 to require certification for certain paints, lacquers and varnishes used in the graphics industry to ensure compliance of the lead content limit of 0.06% by weight of the total non-volatile content of the product. According to the Resolution (original version, in Spanish, available at
http://infoleg.mecon.gov.ar/infolegInternet/anexos/175000-179999/175709/norma.htm),
the certification shall be based on the testing performed in accordance with the ASTM International (ASTM) 3385.

2.The Argentine Government subsequently found that the above ASTM standard was incorrect, and therefore issued another Resolution (No. 39/2011) to correct the error in Article 1 of Resolution No. 453/2010. The aforesaid certification should be made in accordance with the ASTM D 3335-85a instead of ASTM 3385. Relevant Resolutions (in Spanish) are available at:

Resolution No. 453/2010 (revised): http://infoleg.mecon.gov.ar/infolegInternet/anexos/175000-179999/175709/texact.htm

Resolution No. 39/2011: http://infoleg.mecon.gov.ar/infolegInternet/anexos/180000-184999/180506/norma.htm

3.For details, traders are advised to consult their importers in Argentina and/or make reference to the above Argentine Resolutions.
