Commercial Information Circular No. 231/2011

Argentina : Non-automatic Import Licensing Requirements

The Argentine Government has developed a comprehensive non-automatic import licensing system (the system) on a range of products such as textiles and apparel, luggage, handbags, footwear, household products, machinery and tools, tires and tubes, auto parts, paper products, bicycles, toys, motorcycles, and certain miscellaneous articles, etc. The product list is subject to modifications from time to time and traders were informed of the changes via Commercial Information Circulars No. 234/2007 of 12 June 2007, No. 394/2007 of 26 October 2007, No. 622/2008 of 10 December 2008, No.297/2009 of 9 June 2009, No. 581/2009 of 16 November 2009, No. 134/2010 of 25 March 2010 and No. 150/2011 of 7 March 2011.

2.The Argentine Government has recently issued a Resolution (No. 77/2011) to announce several amendments to the system as set forth in the Resolution No. 45/2011. These Resolutions (in Spanish) are available at:

3.Some major amendments are summarised below:

  1. Copper winding wire (classifiable under Southern Common Market (MERCOSUR) Common Classification (NCM) code 8544.11.00) has been subject to the system with effect from 29 March 2011.
  2. The scope of certain products (classifiable under NCM codes 4810.13.89, 4810.13.90, 4810.19.89, 4810.19.90, 4821.10.00 and 8536.50.90) covered by the system has been modified. The modification to the product under NCM code 8536.50.90 took effect from 9 March 2011, and that to other products became effective on 29 March 2011.
  3. Refined copper wire (classifiable under NCM code 7408.11.00) was no longer subject to the system with effect from 9 March 2011.

4.For details of the arrangements and products involved, traders are advised to consult their importers in Argentina and/or the above Argentine Resolution.
