US : Proposed Amendments to the Labeling Requirements for Lamp Products

The US Federal Trade Commission (FTC) issued in the Federal Register (FR) of 29 December 2010 a proposed rule to change the effective date for its new light bulb labelling requirements from 19 July 2011 to 1 January 2012. The FTC also proposes not requiring the new label for incandescent bulbs that, as of 2013, will not meet federal energy efficiency standards. DETAILS

2.The trade was informed via Commercial Information Circular No. 328/2010 that the FTC issued on 19 July 2010 the final rule on amendments to the labeling requirements in the Appliance Labeling Rule (ALR) for lamp products. The new requirements feature a "Lighting Facts" label that will provide consumers with information on a bulb's brightness, annual energy cost, life, colour appearance, and energy use. These requirements should be effective from 19 July 2011. 
 

3.To provide manufacturers with additional time to incorporate the new label on their packaging, the FTC now proposes to change the effective date for the new labeling requirements to 1 January 2012. In view that some incandescent bulbs will be phased out due to revised federal energy efficiency standards, the FTC also proposes exempting incandescent bulbs that do not meet the federal efficiency standards in place by 2013 (e.g. 75 watt bulbs), but not bulbs that will continue to be manufactured until 2014. Please refer to the above-mentioned FR notice for details of the exemption, including the federal efficiency standards to be in place by 2013.
