Mexico : Tariff Reduction Program on Various Products

The Mexican Government will implement the third phase of its tariff reduction program effective from 1 January 2011 to reduce the import and export tariff of a wide range of products. 

DETAILS

  1. On 24 December 2008, the Ministry of Economy of Mexico published in the Official Gazette (Diario Oficial) a decree amending the Tariff Schedule of the General Import and Export Duties Law. The relevant Official Gazette notice (in Spanish) is available at http://www.diputados.gob.mx/LeyesBiblio/ref/ligie/LIGIE_tarifa07_24dic08.pdf. The decree effects major changes in Mexico's Import and Export Tariff (TIGIE) by setting forth reduced or zero duty rates on thousands of tariff items subject to Mexico's non-preferential or general external tariffs. Mexico's new tariff reduction strategy is part of the country's "Program to Promote Growth and Employment", which is designed, among other things, to bolster the competitiveness of key industries in Mexico, foster investment in manufacturing, and create jobs.
     

  2. The tariff reductions are scheduled to occur in five stages, beginning in 2009, with subsequent tariff cuts occurring on the first day of 2010 through 2013. The products affected are listed in the decree by Mexican Harmonized Tariff Schedule (HTS) number. Reduction of import tariff of products with HTS codes listed under Articles 1 to 3 and Article 4 of the decree already took effective from 2 January 2009 and 1 January 2010 respectively.
     

  3. Under the third phase of the tariff reduction program, which will be effective from 1 January 2011, 

  1. the import tariff of products with HTS codes listed under Article 3 (pages 1-18 of the Quinta Sección of the Official Gazette notice) will be further reduced as follows:

  1. the import tariff of products with the rate reduced to 20% as listed under Article 3 will be further reduced to 15%;
     

  2. the import tariff of products with the rate reduced to 15% as listed will be further reduced to 10%; and
     

  3. the import tariff of products with the rate reduced to 5% as listed will be lifted, i.e. free of import tariff.

  1. the import tariff of products with HTS codes listed under Article 5 will be reduced to the level as listed (pages 97-111 of the Quinta Sección of the Official Gazette notice). 

  1. A wide range of products will enjoy reduction in import tariff under this phase of the tariff reduction program. Examples include:

  • certain leather products (HTS Chapters 41 and 42), 

  • certain paper products (HTS Chapter 48),

  • certain textiles and clothing products (HTS Chapters 50-63),

  • certain footwear (HTS Chapter 64), and

  • certain machinery (HTS Chapters 84 and 85), etc.

  1. Details of the tariff reduction program and the products covered under the program are set out in the Official Gazette notice. Traders are also strongly advised to seek clarifications with their importers in Mexico.
