Commercial Information Circular No. 135/2010

MERCOSUR (Argentina, Brazil, Paraguay and Uruguay) : List of Colourants allowed in Personal Hygiene Products, Cosmetic Products and Perfume

The Southern Common Market (MERCOSUR), which includes Argentina, Brazil, Paraguay and Uruguay, has published a regulation containing a list of colourants approved for use in personal hygiene products, cosmetic products and perfumes produced in or imported for consumption in the MERCOSUR member countries. The regulation is to be incorporated into the national laws of the MERCOSUR member countries by 1 June 2010

  1. The national agencies in MERCOSUR member countries responsible for the implementation of the regulation are as follows:

- Argentina: Administración Nacional de Medicamentos, Alimentos y Tecnología Médica (ANMAT);
- Brazil: Agência Nacional de Vigilância Sanitária (ANVISA);
- Paraguay: Dirección Nacional de Vigilancia Sanitaria del Ministerio de Salud Pública y Bienestar Social (MSPyBS); and
- Uruguay: Ministerio de Salud Pública (MSP).
  1. Apart from listing the colourants allowed for various types of products (i.e. all product types, products that do not apply to the eye area, products that do not come into contact under normal circumstances with mucous-secreting membranes and those that come briefly into contact with skin and hair), the regulation also sets forth certain general requirements, such as compliance with the identity and purity specifications established by relevant international organisations, and limits for metal impurities allowed in such colourants.   2. Traders are advised to approach their importers in the MERCOSUR member countries for further information or clarification of the relevance of the above measures to their exports, if necessary.
