Brazil : Mandatory Product Safety Certification Requirement for Certain Electrical Appliances

The Brazilian Government will require mandatory product safety certification for certain imported or domestically manufactured electrical appliances according to a phased implementation schedule starting from 1 July 2011. 

DETAILS

  1. The National Institute of Metrology, Standardization and Industrial Quality (INMETRO) of Brazil issued a regulation on 31 December 2009 to impose mandatory product safety certification requirement on certain imported or domestically manufactured domestic and industrial electrical appliances. Products subject to the regulation will have to comply with the general and product specific requirements of International Electrotechnical Commission standards IEC 60335-1 and 60335-2-x series respectively. 
     

  2. Certification will be required for the manufacture and import of relevant products with effect from 1 July 2011, for the selling of relevant products by manufacturers and importers from 1 July 2012, and the selling of relevant products by wholesalers and retailers from 1 January 2013. 
     

  3. Products subject to the regulation cover mainly domestic electrical appliances (e.g. hair dryers, vacuum cleaners, clothes irons, electric blankets and sheets, digital watches, battery chargers, electric toothbrush, etc.) and industrial and commercial appliances that may constitute a source of danger to the public (e.g. electrical cooking appliances, floor/carpet treatment and cleaning machinery for commercial and industrial use, food and beverage vending machines, etc.). 
     

  4. Goods covered by other INMETRO conformity assessment programmes (e.g. audio/video appliances, computers, refrigerators, air-conditioners, clothes washing machines, ceiling and desktop fans, microwave ovens, etc.) are not subject to this regulation.

  6. Traders are advised to approach their importers in Brazil for further information or clarification of the relevance of the above measures to their exports to Brazil, if necessary.
