Commercial Information Circular No. 430/2009

Canada : Removal of Customs Duties on a Number of Manufacturing Inputs
Including Certain Textile Products and Machinery and Equipment

The Canadian Department of Finance published in the Canada Gazette Part II (Vol.143, No.12) on 10 June 2009 an "Order Amending the Schedule to the Customs Tariff, 2009-1" (the Order) to remove the customs duties on the following products:

  • Hexamethylene tetramine;

  • Certain cotton yarns for use in the manufacture of towels;

  • Certain woven fabrics for use as knee lining in the manufacture of trousers;

  • Certain woven fabrics for use in the manufacture of dresses, skirts, vests, blouses, tops and scarves;

  • Certain viscose rayon yarn for use in the manufacture of mattress ticking;

  • Certain nylon staple fibres for use in the manufacture of footwear;

  • Certain narrow woven "hook and loop" pile fabrics; and

  • Certain three and four layer woven and knit fabrics for use in the manufacture of recreational outerwear.

The Order came into force on 28 May 2009 and is applicable on imported goods used in the production of other goods to assist Canadian manufacturers in competing more effectively in both the domestic and export markets. The products included in the Order are a result of Canadian industry requests for duty relief made either to the Canadian Department of Finance or to the Canadian International Trade Tribunal.   1. In addition, the Canada Border Services Agency (CBSA) published in its Tariff Notice - TN-38 dated 27 January 2009 a "Notice of Ways and Means Motion to Amend the Customs Tariff" (the Notice). Amongst other things, the Notice removed customs duties on a number of machinery and equipment and came into force on 28 January 2009. A copy of the Notice is at Annex B (pdf format) appended to this circular for reference. The Notice is also available on the website of the CBSA at
