10 January 2007

Dear Sirs,

Commercial Information Circular No. 26/2007

US : Request for Public Comments on the Preliminary 2006 Expected
Non-Market Economy Wages in Anti-dumping Proceedings

The US Department of Commerce (DoC) announced in the Federal Register (FR) notice of 9 January 2007 the preliminary 2006 expected wages for non-market economies (NMEs) in anti-dumping (AD) proceedings involving NMEs and invites public comments on potential clerical errors in the calculation by 18 January 2007. A copy (pdf format) of the FR notice is appended to this circular for reference.

DETAILS

  1. As reported in the Commercial Information Circular (CIC) No. 417/2006 dated 23 October 2006, the DoC announced that effective for the 2006 calculation of expected NME wage rates, it would make several changes to its long-standing methodology for the calculation of expected NME wages in AD proceedings involving NMEs. Following the revised criteria and methodology and using the data available to it, the DoC has calculated the preliminary 2006 expected NME wages, as set out in the above-mentioned FR notice for public comments. In order to facilitate a full opportunity for comment and because the underlying data is voluminous, the preliminary results and underlying data for the preliminary 2006 expected NME wages calculation have been posted on the DoC's Import Administration Website (http://ia.ita.doc.gov).
