US : Anti-dumping Action against Coated Free Sheet Paper from the Mainland of China: Preliminary Determination of Sales at Less than Fair Value

The US Department of Commerce (DoC) announced in the Federal Register (FR) notice of 4 June 2007 the preliminary determination that coated free sheet paper from the Mainland of China was being, or was likely to be, sold in the US at less than fair value. The weighted-average dumping margins were found to be in the range of 23.19% - 99.65%. A copy (pdf format) of the FR notice is appended to this circular for reference.

  1. As reported in Commercial Information Circular no. 119/2005 of 8 April 2005, DoC has put in place a "combination rates" practice in anti-dumping investigations involving non-market economies. Under the new practice, the separate cash-deposit rates assigned to the 3 exporters and producers listed in the attached FR notice will apply only to merchandise both exported and manufactured by these entities during the period of investigation. Merchandise exported or manufactured by other companies would be subject to the PRC-wide rate.
