: Anti-dumping Action against Certain Polyester Staple Fiber from the
Mainland of China : Preliminary Determination of Sales at Less than
Fair Value
The US Department
of Commerce (DOC) announced in the Federal Register (FR) notice of 26
December 2006 the preliminary determination that certain polyester staple
fiber from the Mainland of China was being, or was likely to be, sold
in the US at less than fair value. The weighted-average dumping margins
were found to be in the range of 4.39% - 44.30%. A copy
(pdf format) of the FR notice is appended to this circular for reference.
- As reported
in Commercial Information Circular no. 119/2005 of 8 April 2005, DOC
has put in place a new "combination rates" practice in anti-dumping
investigations involving non-market economies. Under the new practice,
the separate cash-deposit rates assigned to the 19 exporters and producers
listed in the attached FR notice will apply only to merchandise both
exported and manufactured by these entities during the period of investigation.
Merchandise exported or manufactured by other companies would be subject
to the PRC-wide rate.
