Canada : Initiatives to Support the Canadian Apparel Industry

The Canadian Government has recently announced certain initiatives to support the global competitiveness of the Canadian apparel industry. The initiatives include the elimination of tariffs on textile inputs with no or minimum production in Canada.

DETAILS

  1. Pursuant to the recommendations made by the Canadian International Trade Tribunal (CITT) in April 2006 and the outcomes of consultations with the domestic industry, the Canadian Government announced on 8 December 2006 the following three new tariff measures :

- elimination of tariffs on four items of apparel fabrics of particular interest to Canadian apparel producers where the CITT has determined that these fabrics are not available from Canadian production;

- provision of tariff relief on 16 items of apparel fabrics where domestic production averages less than CAD5,000 annually; and

- replacement of 41 gender-specific tariff descriptions with gender-neutral descriptions and generic apparel applications.

The Canadian Gazette notice published on 13 December 2006 setting out the tariff items covered by the above measures is appended (pdf format) for reference. The new tariff relief provisions take retroactive effect as of 1 January 2005.
 

  1. Apart from the above, the Canadian Government also announced the elimination of duties on certain woven fabrics for use as lining in the manufacture of certain apparel, classified under subheading 5407.61.97 of the Canadian Customs Tariff. The measure was recommended by the CITT in a report issued in October 2006 pursuant to the Standing Textile Reference. This tariff relief came into effect on 23 November 2006.
