Commercial Information Circular No. 487/2006

US: Request for Public Comments on the Monitoring Program Covering Imports
of Textile and Apparel Products from Vietnam

The US Department of Commerce (DOC) published a notice in the Federal Register (FR) on 4 December 2006 to invite public comments by 27 December 2006 on the monitoring program for imports of textiles and apparel products from Vietnam. The relevant FR notice (pdf format) is appended for reference.

DETAILS

  1. The monitoring program will begin upon Vietnam's accession to the World Trade Organization (WTO) and will expire at the end of the current US Administration on 19 January 2009. DoC is now inviting all interested parties to provide comments and identify issues that deserve DoC's attention regarding the development and implementation of the program such as the consultative process to be established, the kinds of products* to be covered, the kinds of domestic industry information to be examined etc.. For further details, traders may refer to the list of specific issues and questions put under the part of 'Guidance on Comments' in the FR notice.
  1. As also stated in the FR notice, in addition to monitoring import volumes and values, DoC will develop, in close cooperation with interested parties, production templates to assist it in its biannual evaluation of imports of textiles and apparel products from Vietnam to determine whether sufficient evidence exists to initiate an antidumping investigation consistent with US laws and US' international obligations under the WTO.

* While comments are being sought on the kinds of textile and apparel goods to be covered by the program, five product groups (i.e. trousers, shirts, underwear, swimwear and sweaters) have already been identified as of special sensitivity and named in the FR notice.
