US : Advance Notice of Proposed Rulemaking for Infant Cushions/Pillows

The US Consumer Product Safety Commission (CPSC) published in the Federal Register (FR) of 27 September 2006 an advance notice of proposed rulemaking to initiate a rulemaking proceeding that could result in an amendment to the existing ban on infant cushions/pillows. CPSC is seeking written comments from interested parties concerning the proposed rulemaking by 27 November 2006. A copy (pdf format) of the FR notice is appended for reference.

DETAILS

  1. "Infant cushions/pillows" are defined as infant cushions/pillows or pillow-like products intended for use by infants less than one year of age, including, but not limited to, nursing pillows, infant beanbag seats or carriers, infant sleep aid pillows or similar products. In 1992, CPSC issued a rule banning infant cushions/pillows that have a flexible fabric covering, are loosely filled with a granular material (including but not limited to polystyrene beads or pellets), are easily flattened, are capable of conforming to the body or face of an infant, and are intended or promoted for use by children under one year of age. In response to a petition filed by a domestic company requesting an exemption to the ban when the product is specifically designed, intended and promoted for mothers to use when breastfeeding and requested by a Pediatrician or a Board Certified Lactation Consultant, CPSC decided to commence a rulemaking process to evaluate whether an amendment to the existing ban is warranted.
