US : Proposed Rule on Labelling Requirements for Portable Generators

The US Consumer Product Safety Commission (CPSC) published a notice in the Federal Register (FR) on 24 August 2006 to seek public comments on a proposed rule that requires manufacturers to label portable generators with performance and technical data related to performance and safety. A copy (pdf format) of the FR notice is appended for reference.

DETAILS

  1. The products concerned are portable generators which have an internal combustion engine to generate electricity. It is the engine which is the source of carbon monoxide. If the generator is used in enclosed or even partially enclosed spaces, carbon monoxide can very quickly build to hazardous levels. Serious injury can also result when the generator is placed outdoors but near an open window or vent and the exhaust is pulled into a house.
  1. Aiming to reduce the rising death toll from carbon monoxide poisoning associated with consumer use of portable generators, the proposed rule would require manufacturers to place a new specified warning label on portable generators. The label includes pictograms and more specific statements in layman terms warning consumers that a generator's exhaust contains poisonous carbon monoxide and that a generator should never be used inside the home or in partially enclosed areas such as garages. Specifications of the proposed label are detailed in the FR notice. Comments on the proposed rule must reach the CPSC by 7 November 2006.
