Dear Sirs,
Commercial Information Circular No. 258/2006
US : Seeking Comments on Proposed Extension of Information Collection from Manufacturers and Importers of Clothing and Textiles/Related Materials Used in Clothing
The US Consumer Product Safety Commission (CPSC) is seeking comments on a proposed extension of the information collection requirements in relation to implementing the Standard for the Flammability of Clothing Textiles and the Standard for the Flammability of Vinyl Plastic Film. A copy of the relevant Federal Register (FR) notice is at the Annex (pdf format) .
DETAILS
- The Standard for the Flammability of Clothing Textiles (16 CFR Part 1610) and the Standard for the Flammability of Vinyl Plastic Film (16 CFR part 1611) are mandatory for clothing and textiles/related materials intended for use in clothing1 . As required by the regulations implementing these flammability standards, manufacturers and importers, who issue guaranties that the products they produce or import are in compliance with the flammability standards, must meet the requirements for testing and record-keeping. The information they maintain will help CPSC to protect the public from risks of injury or death associated with their products concerned. For example, CPSC would, based on the information, arrange corrective actions if any products covered by a guaranty fail to comply with the applicable flammability standard or determine whether the requisite testing was performed to support the guaranties.
- Given that the approval for collecting the above-mentioned information will expire on 30 September 2006, CSPC proposes to request an extension of such approval and is soliciting comments from all interested parties. As stated in the FR notice, written comments must reach CPSC on or before 11 September 2006 either by email (cpsc-os@cpsc.gov), by mail (the Office of the Secretary, CPSC, 4330 East West Highway, Bethesda, Maryland, 20814) or by fax [(301) 504 0127].

1Children's sleepwear and fabrics/related materials intended for use in children's sleepwear are excepted because they are subject to other more stringent flammability standards.
