Commercial Information Circular No. 10/2006

US: New Tariff Numbers for Certain Knit to Shape Items and Window Blinds/Shades

As reported in Commercial Information Circular No. 533/2005 dated 17 December 2005, the implementation of the Memorandum of Understanding concerning Trade in Textile and Apparel Products (MOU) signed by the US and the Mainland on 8 November 2005, specifically the exclusion of certain fine-gauge knit-to-shape items in Categories 338/339 and 638/639 and certain synthetic fiber window blinds/shades in Category 666 from import quota limits, has rendered the creation of some new tariff numbers.

  1. For traders' easy reference, the newly created tariff numbers as well as the related note are extracted from the 2006 Harmonized Tariff Schedule (HTS) for the United States (http://www.usitc.gov/tata/hts/bychapter/index.htm) and set out as follows:

(I) Knit to Shape Items

  1. In relation to the above new HTS, an additional "statistical note 6" has also been added under HTS Chapter 61 which read as:

For the purposes of heading 6110, the term 'knit to shape' means garments knit to shape on flat-knitting machines, having a stitch count exceeding 9 stitches per 2 centimeters, but less than or equal to 18 stitches per 2 centimeters, measured on the outer surfaces of the fabric, in the direction on which the stitches are formed. All of the garment's components, which include, but are not limited to collars, plackets, cuffs, waistband and pockets, are knit to shape. Components are considered knit to shape if they come off the knitting machine in exactly the form used in the garment, without further cutting, or trimming. All of the components are assembled by looping and linking, including the side seams.

(II) Window Blinds/Shades
