Commercial Information Circular No. 533/2005

US: Establishment of Agreed Import Levels and ELVIS (Electronic Visa Information System) Requirements for Certain Textiles and Clothing (T & C) Products from the Mainland China

Further to Commercial Information Circular No. 463/2005 dated 10 November 2005, the US Committee for the Implementation of Textile Agreement (CITA) has issued a Federal Register (FR) notice which directs US Customs to establish the 2006 quota limits and ELVIS requirements pursuant to the US/Mainland Memorandum of Understanding concerning Trade in Textile and Apparel Products (MOU). A copy of the FR notice is at Annex (pdf format).

DETAILS

  1. The FR notice lists the quota limits for T & C products manufactured in the Mainland China and exported during the twelve-month period beginning on 1 January 2006. Shipments of goods subject to quota must be accompanied by a valid ELVIS transmission.

  2. CITA also mentioned in the FR notice that baby socks in subheading 6111.20.6050, 6111.30.5050 and 6111.90.5050 of the US Harmonized Tariff Schedule (HTS) shall be counted in dozen pairs for quota and ELVIS purposes. These baby socks are subject to the quota level for 332/432/632-T and the sublevel for 332/432/632-B, but the correct designation Category 239 will be required at the time of entry for quota and ELVIS purposes.
