US: (I) Termination of all pending China-specific textile safeguard petitions 
(II) Release entry for certain embargoed Chinese-origin textiles and
clothing products

(I) Termination of all pending China-specific textile safeguard petitions

In light of the Memorandum of Understanding concerning Trade in Textile and Apparel Products (MOU) signed by the US and the Mainland on 8 November 2005, the US Committee for the Implementation of Textile Agreements (CITA) has announced to terminate consideration of all the 24 pending safeguard petitions against Chinese-origin textiles and clothing (T&C) products. The relevant press statement and fact sheet are at Annexes A and B  (pdf format) .

(II) Release entry for certain embargoed Chinese-origin textiles and clothing products

  1. As provided for in the MOU, CITA has separately issued a notice (Annex C (pdf format)) to set out the detailed arrangements regarding the release of certain shipments that have been embargoed due to the filling up of the relevant Chinese-specific safeguard quotas in 2005.
  1. For traders' easy reference, some salient points of the arrangements are stated below:

(a) Eligible Products

The products must be:
- those that entered into bonded warehouse, were sent to General Order or were admitted to a foreign trade zone before 8 November 2005 (i.e. the date when the MOU was signed); and
- in any one of the following safeguard categories for which embargo took place before 8 November 2005:

Category Product Description
338/339 Cotton knit shirts & blouses
347/348 Cotton trousers
352/652 Cotton & man-made fibre (mmf)  underwear
638/639 Mmf knit shirts and blouses
647/648 Mmf trousers

(b) Dates for the release
The eligible embargoed goods must be presented for entry between 28 November and 2 December 2005.
