Commercial Information Circular No. 49/2003

US : Operation Safe Commerce Cooperative Agreement Program

The Transportation Security Administration (TSA) of the US Department of Transportation is inviting applications for funding under the Operation Safe Commerce (OSC) Cooperative Agreement Program. The goal of OSC is to explore commercially viable options, including business processes and technology prototypes, that protect commercial shipments from threat of terrorist attack, illegal immigration, and contraband while minimizing the economic impact upon the transportation system. The proposed solutions should compliment ongoing US government initiatives such as Container Security Initiative (CSI) and the Customs Trade Partnership against Terrorism (C-TPAT). The program will fund business driven initiatives to enhance security for the movement of cargo through the supply chain. Entities representing components of the supply chain may seek funding through the Ports of Los Angeles, Long Beach, Seattle, Tacoma, and the Port Authority of New York and New Jersey. Applications should be received by TSA on or before 20 March 2003. A copy of the Federal Register notice on the program is appended (pdf format) to this circular for reference.
