Dear Sirs,

Information under the "24-Hour Rule"

The US Customs Service has, in a recent public meeting held on 23 January 2003 in the US, provided explanation on some important operational issues relating to the implementation of the new rule regarding submission of certain advance manifest information 24 hours before the related cargo is laden aboard the vessel at foreign port ("the 24-hour rule"). The information is appended to this circular for information.

  1. Traders may wish to note that the 24 hour rule has been implemented by the US Customs Service since 2 December 2002. The grace period will lapse soon and the rule will be strictly enforced by the US Customs Service starting from 2 February 2003. For related information on the subject, traders may refer to Commercial Information Circulars Nos. 217/02 and 239/02 dated 2 November 2002 and 13 December 2002 respectively, or visit the US Customs Service website (http://www.customs.gov).
