US : US Customs Announced New Initiative
"Customs-Trade Partnership Against Terrorism"

The US Customs recently announced the introduction of "Customs-Trade Partnership Against Terrorism" (C-TPAT) to strengthen overall supply chain and border security. The programme is for participation on a voluntary basis. A fact sheet issued by the US Customs which provides an overview of the programme is appended to this circular for traders' information. As far as we have been able to establish so far, at this stage enrolment to the programme is open to US importers, and that in the near future enrolment will be open to a broad spectrum of the trade community, such as carriers, brokers, warehouse operators and manufacturers.

  1. With the implementation of C-TPAT, US importers wishing to enrol in the programme will need to conduct self-assessment of supply chain security using C-TPAT guidelines and, where necessary, to develop and implement enhanced security measures. Traders may wish to refer to the US Customs website (http://www.customs.gov) which sets out the guidelines for establishing and improving security procedures. As the C-TPAT programme develops, these guidelines may be further updated by the US Customs. For further information about the programme, traders may approach Messrs.
