Dear Sirs,

Commercial Information Circular No. 239/02

US : Submission of Advance Cargo Declaration

As foreshadowed in Commercial Information Circular No. 217/02 dated 2 November 2002, the US Customs Service implemented the new rule regarding submission of certain advance manifest information 24 hours before the related cargo is laden aboard the vessel at the foreign port and the provision of additional information in the cargo declaration with effect from 2 December 2002. In order to assist the trade community in understanding the new requirement, the US Customs Service has recently posted a Frequently Asked Questions (FAQs) section on its website (http://www.customs.gov) concerning the technical and operational questions of the new rule. As the FAQs are quite bulky, interested parties may wish to download the information from the US Customs Service's website for reference. Hard copies are also available in the Americas (Commercial Relations) Branch of the Department for reference.

  1. The US Customs Service will continue to update the FAQs section and will also post on its website other relevant information from time to time. Traders may wish to visit the US Customs Service's website for the latest information. For further information about the requirement, traders can contact the US Customs Service by sending e-mail to traderelations@customs.treas.gov.
