Dear Sirs,

Commercial Information Circular No. 137/02

US : Open Enrolment of "Customs-Trade Partnership Against Terrorism"
Programme to Carriers

As promulgated in Commercial Information Circular No. 58/02 dated 28 March 2002, the US Customs has introduced a new initiative "Customs-Trade Partnership Against Terrorism" (C-TPAT) to strengthen overall supply chain and border security. Application for C-TPAT was initially open to US importers only, with a view to be open to other parties in the trade community including carriers, brokers, warehouse operators and manufacturers. The US Customs has recently announced the opening of C-TPAT membership to the global transportation community including air carriers, rail carriers and sea carriers with effect from 15 July 2002.

  1. Interested parties may find the relevant detailed application instructions, agreement to voluntarily participate and security profile questionnaires on the US Customs website (http://www.customs.gov). For further information about the programme, interested parties may approach Messrs. Edward Moriarty and William Ferrara, officers responsible for C-TPAT in the US Customs, at 1-202-927-0520 or by email at industry.partnership@customs.treas.gov.
